
Tank vessel means a ship that is constructed or adapted to carry, or that carries, oil in bulk as cargo or cargo residue, and that:

Vessel means every description of watercraft, unless otherwise defined by the department, other than a seaplane on the water, used or capable of being used as a means of transportation on water. It is understood by all parties concerned that it is an undisputed principle in shipping law that the Master of the vessel is absolutely responsible for the proper mooring, control and unmooring of the vessel.
